ROCOR has kept itself out of communion with the Orthodox Church worldwide. It is only in communion with the Jerusalem Patriarchate and the Serbian Church (and even this latter union is an on-again, off-again one) and as such is in schism... one that is self-imposed. It needs to roll up its collective sleeves, make peace with the Moscow Patriarchate (which has made sincere efforts to bridge the gap) and get back "into" the canonical Church in order to correct what it deems wrong. Meanwhile, remaining outside the Church at large and throwing its spitballs, as it were, does nothing but bring scandal to the Church, particularly to those outside seeking Her. Orthodox tv, in my opinion, is correct in excluding this body which excludes itself.
