One can be refused communion at any parish of any jurisdiction based upon a number of factors. The fact is that ROCOR is not entirely (or even in the majority) against the rest of the Orthodox Church: many Antiochians do commune in ROCOR parishes. The hostility isnt warranted, especially in the Russian forum (for those of Moscow and ROCOR.) For a history of why some (not all) ROCOR take the harder line, it might help to look into the history of ROCOR in the Panteleimonite period. In this case, ROCOR isnt being the uncharitable one... please tone it down.
