In all honesty to put this in perspective, the Roman Catholic church has shifted its views on salvation effective of Vatican II as is stated in it's most updated Cathechism. Whereas it is still possible to find hints or Penal substituion in the Roman churh's doctrine of slavation, it is almost glossed over in an attempt to have the best of both worlds. Penal substituion was the classical Roman doctrine of slavation for the past 8 or 9 centuries. The Roman church however is attemption to "Orthodoxyize" some of its more central doctrines (while of course not mentioning that they were ever at fault )
