It started working!
I clicked on an audio only file and it wasn't working. Then i double clicked the bar where the controls are on the windows media player window and an error message came up and I clicked on "more info" and the help message explained that the sound card was either not working or not installed or being used by another program. So i know it's working because i can play CD's no problem.
So then it said to go to the control panel and click multimedia, then audio, then playback, then advanced properties, and my setting was on "any available device."
I was going to change the "hardware acceleration" but instead i simply chose my sound card to be the playback device "audioPCI wave out" card. After that it all works.
Now maybe something else won't give sound or whatever, but i am receiving pretty much all the orthTV stuff for now.

My CD player works and so do my MP3's.
